FAQs related to the Sabah Development Corridor

What is SDC?

SDC (or Sabah Development Corridor) is an 18-year development blueprint for the State of Sabah spanning 2008-2025. The gist of the blueprint is to leverage the state’s geographical location, cultural heritage and biodiversity for balanced growth.

How is SDC different from the other development plans of the state?

SDC is built on existing development aspirations of the state, and thus shares many of the goals and strategies contained in existing plans. Compared with existing sectoral plans, SDC is more holistic as it is a state-wide plan covering many economic sectors. It also provides for longer term goals and strategies compared with the usual 5-year development plans.

Does the existence of SDC make the Halatuju irrelevant?

Halatuju is a development framework for Sabah that sets out the broad development path that the state should take. SDC expands on this development path, while at the same time, outlines the quantitative goals and strategies, and timeframes to achieve these targets. In short, the Halatuju and SDC each plays a different role towards the same end.

Is the Sabah State Government fully committed to the implementation of the SDC?

Yes, the Sabah State Government is fully committed to the implementation of the SDC. The Sabah Economic Development and Investment Authority (or SEDIA) has been set up specifically to oversee implementation of the SDC.

Is the Malaysian Government fully supportive of the SDC?

Yes, the Malaysian Government is fully supportive of the SDC. In fact, the SDC Blueprint was officially launched by the previous Prime Minster of Malaysia, The Most Honourable Dato’ Seri Abdullah Haji Ahmad Badawi on 29 January 2008 in Kota Kinabalu.

What are the measures in place to ensure that SDC will be implemented according to schedule as planned and not end up just another planning document?

An implementing body called Sabah Economic Development and Investment Authority (SEDIA) has been set up specifically to oversee implementation of the SDC. SEDIA will work closely with all stakeholders in the SDC to ensure that the plan is being implemented on schedule, and that the projects have their planned impacts. Implementation of the SDC will be monitored at all stages by SEDIA with the assistance of the lead agencies and relevant government bodies.

Will the implementation of SDC adversely affect the environment, or in other words, how green is the SDC?

The SDC is meant to leverage on Sabah’s heritage, of which the environment forms a key component, for the State’s economic growth and development. As such, at the outset, the SDC is planned as a green development plan. This is manifest in many of the project and programme proposals contained in the blueprint that deals with the environment, conservation and bio-diversity. The SDC further advocates that Sabah positions itself as a centre of investment in green industries.

Who is the implementing body of SDC?

The implementing body for SDC is the Sabah Economic Development and Investment Authority (or SEDIA). The body is set up by way of a state enactment, conferring it the necessary powers to undertake its tasks. The Chairman of SEDIA is the Chief Minister of Sabah, The Most Honourable Datuk Seri Panglima Musa Haji Aman.

How can SDC benefit Sabah?

A modal objection of the SDC is to bring balanced growth and development throughout the State of Sabah. The SDC initiative aims to more than double Sabah’s Gross Domestic Product (GDP) per capita from RM9,789 in 2008 to RM24,249 in 2025 (at constant 2000 prices), and increase its GDP by three times from RM30.66 billion in 2008 to RM103.67 billion in 2025, through the implementation of the prioritised programmes. In total, more than 900,000 new jobs are expected to be created during the SDC implementation period.

How can I benefit from SDC as an ordinary Sabahan?

There will be increased job and investment opportunities as a result of the SDC. Income levels are projected to rise as a result of take-off of new growth and productive sectors. As well, Sabahans can find their state transformed into a more liveable place, as well as a preferred gateway for trade, investment and leisure in the region.

I am in sector that is not specifically mentioned in the SDC Blueprint. Does it mean that I will not benefit from the SDC?

The SDC is meant to benefit everyone in Sabah. Just because your sector is not specifically mentioned in the SDC does not mean that you will not derive any economic benefits. The SDC Blueprint cannot realistically cover all foreseeable sectors and sub-sectors in the economy. What we foresee are stronger and more pervasive linkages among the different economic sectors as a result of the SDC in support of emergent value chains. This means that economic benefits will spill to the rest of the economy.

How can I partake in the SDC as an investor?

The SDC offers a wealth of opportunities for the potential investor. Upcoming government-related SDC projects will be announced from time to time in the media and in the SDC website. Calls for project tenders will also be published in the SDC website. Additionally, potential investors and entrepreneurs are free to identify projects in line with the SDC vision, mission and strategies, and make project submissions to SEDIA for consideration. As an investor, where can I find more information regarding upcoming projects related to the SDC? Upcoming projects together with calls for tenders will be announced from time to time in the media as well as the SDC website. Potential investors and entrepreneurs can also propose projects and submit them to SEDIA for consideration.

What are the available incentives specific to the SDC?

Who is/are the approving body/bodies for SDC-related projects?

The main approving body for SDC-related projects is SEDIA. As an One-Stop Centre for project approval, SEDIA will work closely with other government bodies at both the state and federal level to solicit the necessary administrative, technical and other required approvals for the project. The streamlined approval process means that the investor or entrepreneur no longer has to go to the various approval bodies for specific approvals.
